Message to the Congress Transmitting a Report on the Canada-United States Free-Trade Agreement

To the Congress of the United States:

Pursuant to section 304(f) of the United States-Canada Free-Trade Agreement Implementation Act of 1988 (Public Law 100 - 449; 102 Stat. 1875), I am pleased to transmit the attached report pertaining to the implementation and effectiveness of operation of the United States-Canada Free-Trade Agreement (FTA) in its first 2 years.
