Message to the Congress Transmitting the Reports on Implementation and Impact of Employer Sanctions

To the Congress of the United States:

I transmit herewith the first and second annual reports on implementation and impact of employer sanctions. These reports are required by section 402 of the Immigration Reform and Control Act of 1986 (Public Law 99 - 603; 8 U.S.C. 1324a note).
