These records chronicle the events as they unfolded, from the incursion of Charles Taylor’s forces (NPFL), the demise of President Samuel K. Doe, through the interim government of ECOWAS, headed by Amos C. Sawyer. Due to the sensitive nature of this topic, many of the records are drawn from the National Security Council files, and, thus, are closed at this time due to national security issues. The Bush Presidential Records White House Office of Records Management (WHORM) Alphabetical Files contain coversheets, letters, memos, and printed materials. The coversheets are Department of State transmittal forms, and White House Correspondence Tracking Worksheets and Referral Sheets. The letters include correspondence from the public regarding the situation in Liberia, Department of State and Citizens Emergency Center letters to the public regarding this situation, and Department of Health and Human Services (HHS) letters which provide general information regarding federal assistance programs. The memos are Department of State which serve as coversheets for transferred correspondence. The printed material includes the brochure of the Cranmer Seminary of the Anglican Orthodox Church and Anglican Orthodox Church bulletins. The Bush Presidential Records Staff and Office Files include several different offices, but are comprised primarily of various NSC materials. They contain cables, chronologies, coversheets, letters, lists, maps, memos, notes, press releases, printed material, reports, and a resume. The cables forward newspaper articles regarding Liberia and Charles Taylor. The chronologies are of events in Liberia since 1989 and a calendar of events for the general elections for Liberia in 1992. The coversheets are from the White House, NSC, and Department of State. The vast majority of letters are from the public, civic groups, or prominent citizens regarding Liberian civil unrest and the response letters from White House staff. Other correspondence is utilized as coversheets to introduce letters regarding Liberia, including the nominations for William H. Twaddell and Peter Jon de Voss as Ambassadors. There are numerous messages to the White House from congressional leaders on various issues, such the evacuation of U.S. citizens from Monrovia, assistance to Liberia, meetings with White House officials or the President, legislation regarding Liberia, and the elections in Liberia, as well as response letters. There are lists of meeting participants, maps of the countries of Angola and Liberia and the cities of Luanda and Monrovia. The researcher will find multiple memos between White House staff members regarding Lonnie Rex, the nomination of Peter de Voss, requests for photos, meetings, agenda items, and travel, as well as discussions for possible press releases and the Presidential Determination under Public Law 102-270: Liberia. Notes direct correspondence and address the logistics of supervising elections in Liberia, while press releases cover several subjects, such as the release of the Emergency Refugee and Migration Assistance fund (ERMA), U.S. condemnation of the killing of nuns, U.S. support of the Economic Community of West Africa States (ECOWAS), and the nomination of Peter Jon de Vos as Ambassador to Liberia. Printed materials include newspaper articles about the Joint West African Peace Force and numerous public laws and resolutions regarding Liberia. Reports are prepared for congress in regards to Peter de Voss and William H. Twaddell as Ambassadors to Liberia, Cabinet itinerary for upcoming events, and the Justification for Determination and Certification with Respect to Liberia under Public Law 102-270. There is also a resume for Ambassador Peter Jon de Vos. The Bush Vice Presidential Records WHORM Subject File categories include records for Liberia and Engagements-Appointments-Interviews. These files contain a cable, coversheets, an invitation, letters, and a report. The cable requests a meeting with Vice President Bush. The coversheets route correspondence. The invitation is from Samuel Doe to George Bush to attend a Liberian Embassy reception. The letters are from constituents expressing their views of the situation in Liberia and reply letters from George Bush conveying his appreciation. There are also thank-you and regret letters for invitations to the Liberian Embassy reception and the Redemption Day Celebration in Liberia. The report is a public publication “Impairments to U.S. Trade with Friendly Developing Nations.” The Bush Vice Presidential Records Staff and Office Files are from the National Security Affairs office. These files contain a cable, transmittal forms, an invitation, letters, memos, notes, a report, a schedule, and public statements. The cable requests a meeting with Vice President Bush. The transmittal forms are from the Department of State and direct correspondence. The invitation is from Samuel Doe to George Bush to a Liberian Embassy reception. The letters include a staff letter of appreciation for constituents expressed views, as well as a letter of invitation for George Bush to attend the one hundred thirty-fifth anniversary of Liberian Independence. The notes requests meetings, send regrets, and supply general information. The published report is the “Official Results of the General Elections Held on October 14, 1985.” The schedule is for the “Official Working Visit of Liberian Commander-in-Chief Samuel Kanyon Doe to the U.S., August 1982.” The statements are George Bush’s Departure Statement for Liberian Head of State Samuel K.
