This collection consists of 58 series of subject files based on 58 broad subject classifications developed by the Office of Records Management during the Kennedy Administration to facilitate the filing and retrieval of White House records. These records pertain to the functions and operations of the White House, Federal Government, foreign and other governments. These records also contain correspondence from private companies or individuals.

This series contains government forms, letters, news releases, reports, published material, speeches, and publications on a variety of issues related to Russia including the abolition of warfare against Russia, Jewish refuseniks, World War II war crimes, Baltic states' independence, Soviet entry and exit visas assistance, Soviet domination of Eastern European countries, nuclear disarmament, religious freedoms, opposition to perestroika, the Jackson- Vanik Amendment, food supplies in the Iron Curtain countries, environmental concerns, and suggestions for summit discussions. Other topics include Moscow Embassy construction problems, humanitarian outreach missions, most favored nation status for the Soviet Union, multilateral financial assistance package for Russia and the other states of the former Soviet Union, cultural and religious rights, and agricultural trade issues.
