This collection consists of 58 series of subject files based on 58 broad subject classifications developed by the Office of Records Management during the Kennedy Administration to facilitate the filing and retrieval of White House records. These records pertain to the functions and operations of the White House, Federal Government, foreign and other governments. These records also contain correspondence from private companies or individuals.

This secondary subject category contains congressional, constituent, cabinet, business, government agency, and White House staff letters, reports, policy papers, and memoranda pertaining to the gas and oil industry. The bulk of the material in this category deals with automobile fuels and the development of alternatives to gasoline including ethanol, methane, peat, coal, gasohol, ETBE (Ethyl Tertiary Butyl Ether), and methanol. There is also information on the price of fuel, fuel supplies, fuel additives such as HiTEC 3000 and MMT, and the government regulation of automotive fuel emissions. In addition, there is information on the Strategic 1 Petroleum Reserve, the Low Income Energy Assistance Initiative, the environmental cleanup associated with the Exxon Valdez oil spill, CAFE (Corporate Average Fuel Economy) standards, reformulated gasoline, the National Energy Strategy (NES), Alaskan oil development, and correspondence concerning the EPA's then pending decision to classify oil as a hazardous waste.
