This series contains government forms, correspondence, papers, lists, unclassified cables, and schedule proposals related to Paraguay. The letters from private citizens thank President Bush for being a part of the official delegation to the inaugural of Paraguayan President Andres Rodriguez. Other letters, in English and Spanish, between Presidents Bush and Rodriguez contain references to a visit by Vice President Dan Quayle and the United States' support for the continuation of the democratization process in Paraguay. There are also memos between administration officials regarding a visit to the US by President Rodriguez, the designation of Paraguay as a beneficiary of the Generalized System of Preferences (GSP), and the appointment of the Paraguayan ambassador to the US. A background paper explains the GSP and a proclamation authored by President Bush adds Paraguay to the list of beneficiary developing countries under the GSP. The lists contain the names of participants of the meeting between Presidents Bush and Rodriguez, and unclassified talking points for that meeting. Two unclassified cables transmit the text of the letters between Presidents Bush and Rodriguez. Lastly, the schedule proposals address the meeting between Presidents Bush and Rodriguez.
