This collection consists of 58 series of subject files based on 58 broad subject classifications developed by the Office of Records Management during the Kennedy Administration to facilitate the filing and retrieval of White House records. These records pertain to the functions and operations of the White House, Federal Government, foreign and other governments. These records also contain correspondence from private companies or individuals.

Subject Files on Declaration of Independence
This series contains materials relating to the Constitution in some fashion. There did not appear to be any records concerning the Declaration of Independence. Letter writers addressed such topics as the constitutionality of the Boland Amendment, the need for an amendment banning the burning of the American flag, and the inaction of Congress with respect to the passage of a balanced budget amendment. This subject code has more than enough documentation to show clearly that the Bush Administration expended a great deal of effort in providing support to state and local officials regarding their attempts to restore meaning to the Tenth Amendment to the Constitution. Warren Burger, Chairman of the Commission on the Bicentennial of the U.S. Constitution, presented Bush with annual reports and plans were made in conjunction with the National Archives for a Bicentennial of the Bill of Rights Tour.
