This collection consists of 58 series of subject files based on 58 broad subject classifications developed by the Office of Records Management during the Kennedy Administration to facilitate the filing and retrieval of White House records. These records pertain to the functions and operations of the White House, Federal Government, foreign and other governments. These records also contain correspondence from private companies or individuals.

Subject Files on Heraldry, Flags and President's Seal
This series contains materials pertaining to heraldry, flags, and the President's Seal. There is a massive amount of correspondence in favor of Bush's call for a constitutional amendment to prohibit the burning of the American flag. Various memos and letters advance the views of departments and agencies concerning the Flag Protection Act of 1990. Proclamations by cities and towns declare their intention to recite the Pledge of Allegiance on National Flag Day, June 14, 1989. An interesting matter discussed in detail involves a two-acre, seven-ton American flag presented to Ronald Reagan by the Great American Flag Fund that had not been flown on Flag Day at the Washington Monument, as the donors had wished. The huge flag, it turns out, was stored in a warehouse. In addition, many letters came into the White House requesting permission to use the Seal of the President in assorted endeavors. Most of these projects are turned down because of their commercial nature. That is, utilization of the Seal is governed by a criminal statute, and anything that hints at being strictly a money-making venture will never gain the approval of the White House. A couple of instances in which usage of the Seal received the go-ahead from Bush's lieutenants are a commencement publication put out by Oklahoma State University and a golf bag promised to the President by McGregor Golf Company.
