This collection consists of 58 series of subject files based on 58 broad subject classifications developed by the Office of Records Management during the Kennedy Administration to facilitate the filing and retrieval of White House records. These records pertain to the functions and operations of the White House, Federal Government, foreign and other governments. These records also contain correspondence from private companies or individuals.

This series contains Congressional and constituent correspondence regarding labor - management relations, workforce policies, striker replacement legislation, and factory closings. There are also monthly reports from Michael Boskin to the President on the Employment Cost Index, Employment and Unemployment Trends, Personal Income Outlays, and current trends in the labor force. This category also contains information on labor and lawsuits, Job Training 2000, inmates/parolees and work, Targeted Jobs Tax Credit (TJTC), job creation, and job availability. The balance of the material in this category concerns unemployment benefits and the debate over extending coverage. There are also legislative referral memoranda, press releases, and Presidential comments on JTPA (Job Training Partnership Act).
