This collection consists of 58 series of subject files based on 58 broad subject classifications developed by the Office of Records Management during the Kennedy Administration to facilitate the filing and retrieval of White House records. These records pertain to the functions and operations of the White House, Federal Government, foreign and other governments. These records also contain correspondence from private companies or individuals.

Subject Files on Immigration and Naturalization
This series contains information relating to immigration in general. The majority of this file code is constituent correspondence with President Bush, the Chief of Staff, and other officials concerning personal immigration issues. Types of records found in this category include routine correspondence, memoranda, reports, testimony, copies of bills, and papers stating the position of the Bush Administration on significant pieces of legislation. Topics are dealt with in varying degrees of detail. Subjects emphasized throughout the category are the plight of Russian refuseniks, H.R. 2712--Emergency Chinese Immigration Relief Act of 1989, illegal immigration, especially in Florida and Texas, and the case of Joseph Doherty, a member of the IRA who was convicted of a capital crime in the United Kingdom and sought asylum in the United States. Items not featured as prominently in the file code were the HIV immigration policy adopted by the administration, the possibility of the naturalization of foreign nationals who served in Operation Desert Storm, and a proposal to construct a border ditch between California and Mexico.
