This collection consists of 58 series of subject files based on 58 broad subject classifications developed by the Office of Records Management during the Kennedy Administration to facilitate the filing and retrieval of White House records. These records pertain to the functions and operations of the White House, Federal Government, foreign and other governments. These records also contain correspondence from private companies or individuals.

Subject Files on Civil Matters
This series contains letters, policy memoranda, summonses, subpoenas, petitions, and copies of court records relating to civil suits. Letters to the President are often from counsel representing individuals who have sued the President and inform him of pending legal action. Many letters are also from private citizens who have filed claims against the President in civil suits and often attached are copies of court records including petitions, subpoenas, and summonses. Also included are records relating to a suit against the President by members of Congress seeking an injunction to prohibit him from launching any offensive action in the Persian Gulf without Congressional approval. Other prominent materials relate to “Armstrong v. Bush.†Policy memoranda by White House staff members discuss tort reform and civil justice reform.
