This collection consists of 58 series of subject files based on 58 broad subject classifications developed by the Office of Records Management during the Kennedy Administration to facilitate the filing and retrieval of White House records. These records pertain to the functions and operations of the White House, Federal Government, foreign and other governments. These records also contain correspondence from private companies or individuals.

This series contains materials pertaining to the federal government in general. Nearly one entire folder is taken up with Bush’s attempt to reaffirm an executive order entitled “Federalism,” which laid out the basic principles departments and agencies should employ in putting into effect substantive policies with regard to state and local governments. This directive was first issued while Bush was Vice President, and he wanted to make sure it remained operative during his years as Chief Executive. Forwarded to Bush, “Managing the Federal Government: A Decade of Decline,” a lengthy report from the Committee on Government Operations might possibly be of use to the researcher and rounds out the collection of significant documents to be found here.
