This collection consists of 58 series of subject files based on 58 broad subject classifications developed by the Office of Records Management during the Kennedy Administration to facilitate the filing and retrieval of White House records. These records pertain to the functions and operations of the White House, Federal Government, foreign and other governments. These records also contain correspondence from private companies or individuals.

Subject Files on Small Business Administration
This series contains government forms, correspondence, biographies, speech cards, reports, publications, news releases, and newspaper clippings. The forms found in these records are White House Correspondence racking Worksheets, Recommendation Routing Tickets, Staffing Memoranda, and Situation Room Transmittal sheets. The White House Correspondence Tracking Worksheets log in correspondence sent to the White House, list the subjects of the correspondence, routing information, actions taken, and disposition of the cases. The correspondence consists of communications among President Bush, administration officials, private citizens, politicians, and Small Business Administration (SBA) officials. Topics include commentary on specific persons recommended for SBA positions, minimum wage, loan guarantee programs, the Natural Resource Development Program, provisions that penalize borrowers for prepayment of loans, partnerships of the National Alliance of Business with the private sector, impacted regions of the riots in Los Angeles, complaints about perceived treatment by the SBA, alleged illegal diversion of SBA loan repayments, and feedback on proposed legislation. The White House received several unsolicited biographies from people interested in, or recommended for, presidential appointments to the SBA. The speech cards detail President Bush's remarks at Pat Saiki's swearing-in as SBA Administrator. Publications consist of SBA annual reports for FY 1989, 1990, and 1991 as well as Guarantees and 8(A) Contracts reports for the same years. Also present are annual reports on the Presidential Advisory Committee on Small and Minority Business Ownership. News releases cover President Bush's intention to nominate members of the U.S. SBA, Hurricane Andrew disaster assistance, and SBA rural economic initiatives. Lastly, newspaper clippings report capital gains rates and their effect on small business as well as coverage of the New England Lending and Recovery Project.
