European and Eurasian Directorate - Central Chronological Files

FOIA 2011-0002-F includes all records from the Central Chronological Files of the National Security Council's European and Eurasian Directorate. This collection consists of cover sheets, correspondence, papers and reports, press releases, printed material, speeches, and treaties and agreements. The correspondence consists of letters and memoranda between White House and National Security Council staff, members of Congress, foreign government officials, and private American citizens and organizations. The internal correspondence relates to administrative matters such as preparation for meetings and travel arrangements, and preparation for state visits by various European Heads of State. Correspondence with members of Congress addresses issues related to Central/Eastern European 2 2011-0002-F countries and the Republics of the Former Soviet Union, such as granting Most Favored Nation status, support for legislation on international aid, concern over human rights abuses, and diplomatic recognition. Correspondence with foreign government officials includes social exchanges, such as thank you letters, "agrements" for foreign ambassadors to the United States, and declassified memoranda of conversations and memoranda of telephone conversations with heads of state. Correspondence with private special interest groups and US citizens requests recognition of the Baltic States and the Republics of the Former Soviet Union, aid for Central/Eastern European Countries, and assistance with private sector investment. Unclassified papers and reports include reports to Congress on Cyprus and the Baltic States, reports from Congress on various missions to Eastern Europe and the Former Soviet Union, executive branch papers on economic reform and international aid, and papers by US citizens on US policy towards Eastern Europe, Turkey, Greece, and Cyprus. The press releases detail US economic assistance programs for Central European and Former Soviet Union countries, trade agreements and initiatives for Central/Eastern Europe, and recognition of the Baltic countries and the former Yugoslav Republics. Printed material includes published newspaper clippings on the national security budget, the collapse of USSR, US-Russian security relations, President Bush's transatlantic view, and a statement on the Gulf War by Turkish President Ozal. Speeches from President Bush address topics such as Lithuanian Independence, opening Eastern Europe for Peace Corps Volunteers, and democracy in Eastern Europe. Speeches by Brent Scowcroft discuss US- European relations, NATO contributions to an undivided Europe, and the transformation of Eastern Europe. Also included are extradition treaties, trade agreements, bilateral investment treaties, income tax treaties, social security totalization agreements, and agreements on peaceful uses of nuclear energy with various European countries. It should be noted that many of the documents listed here have been closed for National Security classification and/or other exemptions of the Freedom of Information Act. Read less
