FOIA 1999-0303-F contains material related to the Moscow Summit from July 29, 1991 to August 1, 1991; and the Coup against President Mikhail Gorbachev of the USSR from August 19, 1991 to August 22, 1991. President Bush's trip included meeting with President Gorbachev in Moscow then traveling Kiev. This FOIA contains planning documents and briefing books related to the summit. The coup attempt against Gorbachev began on the morning of August 19 th , while he was on vacation, and ended upon his return to Moscow on August 22 nd . This part of the FOIA contains cables sent to the White House Situation Room concerning day-by-day developments and conversations between President Bush and other foreign leaders. A significant amount of material responsive to this FOIA is contained in the files of the National Security Council (NSC). Although these files are listed, it should be noted that most of these documents are security classified and have been closed under the restrictions of the Presidential Records Act and the Freedom of Information Act. Records that are responsive to this FOIA request were found in two collection areas - Bush Presidential Records: WHORM Subject Files; Bush Presidential Records: Staff and Office Files. As policy, WHORM Alphabetical Files and WHORM Subject Files are processed at the document level. Staff and Office Files are processed at the folder level, that is, individual documents are not selected and removed from a folder for processing. While this method maintains folder integrity, it frequently results in the incidental processing of documents that are not wholly responsive to the subject area. The WHORM Subject File compiled by the White House Office of Records Management is comprised of a series of documents assigned a letter/number combination and filed in a subject category.
