This series consists of cover sheets which route other documents as well as correspondence between White House staff, the Department of Energy, the US Nuclear Regulatory Commission, members of Congress, state and local government officials, special interest groups, and citizens. The correspondence from Members of Congress relates to nuclear power plants, nuclear waste management, and environmental and safety concerns. Correspondence from state and local governments, special interest groups, and private citizens expresses support or opposition for a comprehensive nuclear test ban, retiring nuclear weapons production facilities, federal-state cooperation for Department of Energy projects, and the operation of various nuclear power plants around the country.

The reports and papers were created by both government and non-government entities. Reports from government agencies include the Annual Report to Congress on US Nuclear Non-Proliferation Activities, a Department of Energy report on the Domestic Uranium Mining and Milling Industry, and bulletins from the US Nuclear Regulatory Commission. Also included are reports from non-government entities such as the Nuclear Power Oversight Committee, the Institute of Nuclear Power Operations, and the Energy Research Group related to domestic nuclear power and nuclear waste programs.

The printed material consists of newspaper and magazine articles related to nuclear power reactors, radioactive waste dumping, and arms reductions. The proposed House and Senate Bills include drafts of, and correspondence related to, the International Plutonium Control Act, Atomic Energy Amendments Act, Sanctions for Assisting Foreign Countries to Acquire a Nuclear Explosive Device, Nuclear Testing Moratorium Act, and Federal Facility Environmental Compliance Act.

This series contains general information dealing with aviation regulations, treaties, economic matters within the industry, new aviation projects, reinstatement of fired air traffic controllers, and proposed tax increases. The largest single subject dealt with is the economic crisis surrounding the bankruptcy of Eastern Airlines, including numerous letters from members of Congress, Eastern employees, and the general public. Other subjects include the text of the Open Skies Treaty, regulations concerning air travel of handicapped persons, and new taxes on aviation fuel and airline tickets. Also discussed are proposed new air routes 2 and landing slots for various domestic and international air carriers, the air system in Europe, and the seizure of American-owned planes by the Columbian government.

This series contains information concerning the bombing of Pan Am Flight 103. This includes correspondence between family members of victims and the government, information concerning the investigation of the explosion, lobbying efforts by the Families of Pan-Am 103/Lockerbie, and a time line of action taken by the U.S. Embassy in London. Information concerning several other air disasters is also included, including Arrow Air Lines 1985 crash and Korean Air Lines Flight 007 crash. This series contains handwritten notes, letters, a government form, a speech, and a memo related to Bermuda. The documents cover communications among President Bush, Ebersole Gaines and Sir John Swan regarding their recent visit and a speech.

This series contains letters, a handwritten note, and government forms related to Bhutan. A final version plus several drafts of a letter from President Bush for presentation to the King of Bhutan are included. In it, President Bush expresses his good wishes for the king and the people of Bhutan. There is also correspondence present between Bhutan's representative to the UN and an administration official that addresses the establishment of a trust fund for environmental protection in Bhutan. The handwritten note transmits a draft of President Bush's letter from one staffer to another. The government forms are a White House Correspondence Tracking Worksheet and a Department of State Transmittal Form which track information related to the trust fund correspondence.

This series contains correspondence, forms, and memoranda related to Bolivia. These records primarily concern the visit of Bolivian President Jaime Paz Zamora to the United States in May 1990.
