The materials in FOIA 2011-0298-F are a selective, not necessarily all inclusive, body of documents responsive to the topic of the FOIA. Researchers should consult the archivist about related materials. FOIA 2011-0298-F contains materials assembled and maintained by Robert Dean Blackwill. On March 13, 1989, President Bush appointed Blackwill Special Assistant to the President for National Security Affairs and Senior Director for European and Soviet Affairs on the National Security Council (NSC). 2011-0298-F 2 During that time, Blackwill amassed records consisting of routine government forms, memos and letters, declassified telcons and memcons, schedules, lists, press releases, messages, papers, and reports. The government forms include White House staffing memoranda and correspondence tracking sheets, NSC staffing documents and profile sheets, and travel authorizations. These forms track information such as subject of the requests, date received, staff member routing, comments, etc. The memos and letters are mundane in nature, primarily dealing with requests for meetings, photograph opportunities, messages, reallocation of funding, endorsements and attendance connected with special events, and aid from refugees. Most of these communications are addressed to President and Mrs. Bush. Conversations between President Bush and several foreign leaders on multiple topics are detailed in the declassified telcons and memcons. The schedules and lists primarily deal with activities between President Bush and foreign heads of state, including overseas travel. Blackwill's appointment to office, French President Mitterrand's visit to Kennebunkport, and President Bush's requests for aid to Hungary and Poland are a few of the topics addressed by the press releases. Also included in this collection are messages President Bush delivered to convention attendees, birthday greetings to Chancellor Helmut Kohl, comments on human rights prior to the opening of the Paris Meeting of the Human Dimension of the Conference on Security and Cooperation in Europe, and his initiatives on reform in the Soviet Union. Notable papers include agreements between the U.S. and Switzerland, Yugoslavia, the United Kingdom, Iceland, and Denmark. Also present are an unclassified review of U.S. sanctions on Poland, a statement on most- favored-nation status for Hungary, and an explanation of "Limited Exceptions" policy on embargoed exports to foreign countries.
