FOIA 2000-1390-F contains materials related to the START (Strategic Arms Reduction Treaty) 2000-1390-F 2 negotiations between the United States and the Soviet Union, the aim of which was to reduce the number of strategic nuclear arms held by each country. The talks were initiated in 1982 during the Reagan Administration, progressed throughout the remainder of that decade, and resolved through the signing of the treaty by President Bush and Soviet Premier Mikhail Gorbachev on July 31, 1991. (The treaty was ratified by the U.S. Senate on October 1, 1992 and entered into force on December 5, 1994). The bulk of the materials are from the files of National Security Council member John A. Gordon. White House Office of Records Management (WHORM) Subject File categories contain briefing materials and memoranda between National Security Advisor Brent Scowcroft and the President regarding U.S./ Soviet relations, memoranda regarding the state of the negotiations, and letters regarding the resignation of Chief Negotiator Ambassador Richard Burt. The Staff and Office Files contain correspondence, memoranda, position papers, studies and reports, drafts and final copies of the treaty, briefing materials, cables between the U.S. negotiating teams in Geneva and the White House and Secretary of State regarding the topics of negotiation and American and Soviet positions, and speeches and press releases related to the negotiations and finalized treaty.
