Researchers should consult the archivist about related materials. FOIA 1999-0302-F contains materials relating to the Strategic Arms Reduction Treaty, otherwise known as START, created and/or maintained by Rich Davis, a senior staff member of the National Security Council. Dating from 1989 to 1992, the materials include letters, cables, memoranda, working papers, 1999-0302-F 1 reports, draft language, and notes. These materials which are mostly all classified and currently closed document all aspects of the administration policy formulation regarding various aspects of the START treaty. The records also provide detailed information about the daily diplomatic exchanges between Washington and START negotiators regarding particular issues, many technical in nature. The Staff and Office Files contain letters, cables, memoranda, working papers, reports, draft language, and notes from the Rich Davis Files within National Security Council Office.
