Records on Unauthorized Disclosure/Whistleblowers

The materials in FOIA 2018-0111-F are a selective, not necessarily all inclusive, body of documents responsive to the topic of the FOIA. Researchers should consult the archivist about related materials. FOIA 2018-0111-F contains materials related to the topic of unauthorized disclosure of information or "leaks". The records are divided among two main topics: the unauthorized disclosure of a memo from EPA Administrator William Reilly regarding negotiations at the United Nations Conference on Environment and Development (UNCED) and the Whistleblower Protection Act of 1989. The Bush Presidential Staff and Office Files contain articles, bills, excerpts, forms, index, letters, lists, memos, messages, notes, papers, press releases, reports, schedules, speech drafts, statement summaries, tables, and testimony. The majority of the records were created and/or compiled by the White House Counsels Office, which collected the administrative records created by the Department of Justice in their administrative inquiry into the unauthorized disclosure of a memo written by EPA Administrator William Reilly requesting guidance on negotiations at the United National Conference on Environment and Development (UNCED) in Rio de Janeiro. The files of C. Boyden Gray and Greg Walden contain copies of the administrative report summarizing the investigation. Walden's files also contain handwritten notes of the interviews with staff members who had contact with the memo. In addition, files from other individuals within the Counsels Office, and those of other White House offices, contain documentation of the Whistleblower Protection Act of 1989. The Quayle Vice Presidential Staff and Office Files contain bills, court opinions, excerpts, lists, memos, papers, and press releases. The subject matter is related to constitutional objections to, and the subsequent veto of, the Whistleblower Protection Act of 1988.
