Selected Records on the Savings and Loan Crisis

The records in this FOIA 2003-1894-F are a selective, not necessarily all inclusive, body of documents responsive to the topic of the FOIA. FOIA 2003-1894-F contains materials from the Bush Vice Presidential Records regarding the proposed restructuring of banking regulations governing banks, savings and loan associations, and thrift institutions. The White House Staff and Office Files contain records from the Offices of Administration, Chief of Staff, Legislative Affairs, Mrs. Bush's Office, Operations Administration and Staff Secretary, 2003-1894-F 2 Policy, Press Office, Scheduling Office, and Task Force on Regulatory Relief. Present are analyses, comments and suggestions by banking experts and officials directed to members of the Reagan Administration and Task Force on Regulatory Relief. There are several speeches given by leaders of the various banking-related professional organizations to their memberships, and also speech materials drafted for Vice President and Mrs. Bush. Additionally, several statements made by the Federal Home Loan Bank Board Chairman before the Senate Committee on Banking, Housing and Urban Affairs and the House Subcommittee on HUD-Independent Agencies of the Committee on Appropriations are present. Also included are letters and petitions submitted to the White House from Rio Grande Savings and Loan depositors requesting assistance from administration officials plus the replies. Related to these materials are newspaper articles regarding the Rio Grande S&L, the solvency of other institutions, and Vice President Bush's position on post-secondary education financing. There are many types of documents related to a reception held at the Vice President's residence for the U.S. League of Savings Associations, including a checklist, letters, memos, invoices, notes, and gate lists. Other correspondence is directed to members of the Task Group on Regulation of Financial Services which was chaired by Vice President Bush. Department of Treasury officials tasked this group with studying national banking issues which laid the groundwork for passage of H.R. 1278. This resolution authorized the creation of the Savings Association Insurance Fund and is known as Public Law Number 101-73. Read less
