The materials in FOIA 1998-0102-F are a selective, not necessarily all inclusive, body of documents responsive to the topic of the FOIA. Researchers should consult the archivist about related materials. 1998-0102-F 2 FOIA 1998-0102-F contains materials relating to Bosnia and the former Yugoslavia. Although the original FOIA request referred only to Bosnia and Presidential decision-making, the materials listed here relate not only to Bosnia but to the other republics of the former Yugoslavia as well. This will allow the researcher to develop a more comprehensive picture since many of the records deal with more than one republic or more than one issue at a time. In addition, considerations of the entire region affected American policy. Broadly stated, the records responsive to this request deal with issues of recognition, humanitarian relief, military intervention, and international negotiations. Please note that a large number of the records processed for this request have been closed in accordance with the Presidential Records Act (PRA) due to security classifications and the nature of advice documented. These consist primarily of cables (usually printed out from an electronic messages system) and memoranda. Please note that the closed material is quite relevant and may prove a valuable resource in the future once restrictions of the PRA and national security have expired. Most of the NSC materials were located in the files of Major Jane Holl who seems to have been the Administration's point person in dealing with Bosnia and the former Yugoslavia. Although many NSC folders are listed, the only types of materials that remain open are press releases, press summaries, news items, and letters from Congress. The press releases originated with such organizations as the White House Press Office, the UN, and Americares (a charitable organization). Many of the press summaries were faxed to the White House by the Republic of Serbia's Ministry of Information. Many of the news items are AP or Reuter pieces. Letters from members of Congress generally urge action of one kind of another in the Balkans and often include supporting material such as newspaper articles or reports. Most responses to Congress are form letters created by the Administration. A useful map of the region can be found in Heather Wilson's file titled Yugoslavia. Please also note that some of the document descriptions on the withdrawal sheets in this FOIA request may seem extremely broad; this is due to the highly classified nature of many documents. The following abbreviation list may be of help when using the materials in this FOIA.
