The materials in FOIA 2004-0248-F are a selective, not necessarily all inclusive, body of documents responsive to the topic of the FOIA. FOIA 2004-0248-F contains materials from agencies and individuals related to the Conference on Security and Cooperation in Europe (CSCE), a multi-national deliberative body consisting of the United States and several European nations designed to facilitate international dialogue with the stated aim of settling disputes and conflicts among the nations, arms control, ensuring human rights, and preventing or ending military conflict. White House Office of Records Management (WHORM) Subject File categories primarily contain correspondence from heads of state, lawmakers, citizens, and interest groups (domestic and foreign) advocating U.S. participation in CSCE negotiations as well as materials pertaining to the selection of personnel to represent U.S. interests as part of the CSCE delegation(s). The Staff and Office Files contain published reports, correspondence, speeches/ remarks, press releases, fact sheets, biographies, schedules, trip books, travel authorization forms, and talking points which include the full text of the 1992 Helsinki CSCE agreement; memoranda related to the President's meetings with European leaders; National Security Directive 35: U.S.-Soviet Economic Initiatives; press briefings and guidance related to CSCE negotiations/ meeting results; trip books containing schedules/ memoranda/ logistics related to POTUS' trip to the CSCE meetings in Helsinki in 1992 and Paris in 1990; presidential remarks and speeches related to meetings with heads of state on trip to Helsinki and other European countries (including speeches from foreign heads of state); published semi-annual reports to Congress on implementation of Helsinki Final Act; correspondence from U.S. Congress' CSCE Committee to Bush Administration officials regarding routine matters; and travel request forms pertaining to officials participating in the CSCE negotiations. Also included is a significant amount of cables related to the dispute over Cyprus between Greece and Turkey and the war between Azerbaijan and Armenia in Nagorno-Karabakh within the framework of the CSCE.
