The materials in FOIA 2006-0281-F are a selective, not necessarily all inclusive, body of documents responsive to the topic of the FOIA. Researchers should consult the archivist about related materials. FOIA 2006-0281-F contains materials related to the Americans with Disabilities Act of 1990, which was 2006-0281-F 2 signed into law July 26, 1990. This legislation expanded Federal civil rights laws to include persons with disabilities. The legislation prohibits discriminations in employment, public services, public accommodations, transportation, and telecommunications. The Quayle Vice Presidential Staff and Office files contain memoranda, correspondence, lists, congressional testimony, reports, and working papers maintained by individual staff members and offices regarding topics on the Americans with Disabilities Act of 1990 (ADA), the Fair Housing Amendment Act of 1988, and the handicap access addition to the Vice President's residence. The memoranda consist of routine memoranda between White House staff members to the Vice President and other staff members regarding such topics as the scope and definition of the ADA, proposed amendments to the legislation, and the status of negotiations. Memos concerning the handicap access addition include topics regarding the construction status, contract modifications, and procurement of a foreign-made wheelchair lift. The correspondence includes letters with public comments on the proposed guidelines and implementation of the Fair Housing Amendment Act, letters with Federal agency comments on the proposed draft of the Americans with Disabilities Act, as well as staff correspondence regarding the construction of the handicap access addition. The included lists concern building materials, costs, and punch lists for construction on the Vice President's residence. Congressional testimony includes drafts of Attorney General Dick Thornburgh's hearing statements on the proposed ADA legislation, S. 933 and H.R. 2273, as well as copies of statements given by Senator Bob Dole and Senator Orrin Hatch. Reports include a report to Vice President Quayle regarding his participation in disability activities and events 1989 - 1990. The working papers consist of materials for the Domestic Policy Council Working Group on the ADA, including option papers, summary of concerns, comparative analysis, cost impact analysis, and papers on possible Administration approaches to disabilities legislation.
