The Staff and Office Files contain memoranda, notes, statements, and talking points. The Meeting Files of Virginia Lampley, a National Security Council (NSC) staff member who was the Senior Director for Legislative Affairs, consist of transmittal memos, talking points, and handwritten notes about a meeting between President Bush and bipartisan Congressional leadership. One of the topics covered in the meeting was talks with Shevardnadze. William Tobey's Subject Files contain copies of joint statements released after meetings in February 1990 between Secretary of State James A. Baker III and Soviet Foreign Minister Eduard Shevardnadze. Tobey was the Director of Defense Policy and Arms Control on the NSC staff. Read less
