The materials in FOIA 2011-0300-F are a selective, not necessarily all inclusive, body of documents responsive to the topic of the FOIA. Researchers should consult the archivist about related materials. FOIA 2011-0300-F contains materials from the Subject Files of National Security Council member Philip D. Zelikow pertaining to the negotiations for the Conventional Forces in Europe (CFE) Treaty between NATO and the Warsaw Pact. The CFE Treaty sought to limit the conventional military forces and armaments in Europe in order to prevent armed conflict and promote stability. The Staff and Office Files contain cables, papers, and memoranda pertaining to the CFE negotiations - both among the NATO allies regarding CFE goals and between them and the Warsaw Pact nations. Also included in these records are materials related to nuclear arms, such as the Short-range Nuclear Forces (SNF) talks between the United States and Soviet Union. Additional records consist of National Security Reviews discussing U.S. relations with Western/ Eastern Europe and the Soviet Union, memoranda related to funding for Operations Desert Shield and Storm, and drafts of several university commencement speeches in which President Bush outlined the new direction of U.S. foreign policy, such as his "Beyond Containment" speech at Texas A&M University in May 1989.
