Hutchings served as a Director of European and Soviet Affairs on the staff of the National Security Council from March 1989 through April 1992. The position was recast as Director of European and Eurasian Affairs beginning in April, 1992. His portfolio included Eastern and Central Europe, with a concentration of records on German Unification. The Staff and Office Files consist of agendas, articles, cables, cover sheets, executive orders, forms, laws, letters, lists, memcons/telcons, memoranda, notes, press releases, proclamations, reports, schedule proposals, speech drafts, and talking points. These materials deal with topics and issues relating to Central and Eastern Europe, especially German Unification, the Polish economy, relations with Czechoslovakia and Hungary, and the deteriorating situation in what was then Yugoslavia. In addition to purely administrative records, there is correspondence with constituents and House and Senate leaders expressing opinions on the United States' foreign policy aims. White House correspondence includes Presidential messages to honor people and events, expressions of gratitude for gifts received, and letters to and from foreign heads of state regarding congratulatory messages and invitations.
