The materials in FOIA 2004-0723-F are a selective, not necessarily all inclusive, body of documents responsive to the topic of the FOIA. Researchers should consult the archivist about related materials. FOIA 2004-0723-F contains materials pertaining to U.S.-Panama relations in general and Vice President 2004-0723-F 2 Bush's trip to that country in 1983. (Because he also visited Argentina and El Salvador during that trip, materials related to those countries are also included.) The Staff and Office Files contain reports and memoranda discussing important issues in U.S.- Panamanian relations including the Panama Canal Treaty (and U.S. access to the Canal following its transfer to the government of Panama) and illegal narcotics trafficking. The latter issue includes discussions related to the indictment of General Manuel Noriega for drug trafficking and his tampering with Panamanian elections and usurpation of the government. Also included are planning and logistical materials related to Vice President Bush's trip as head of the U.S. delegation to Argentina to attend the inauguration of President Raul Alfonsin and his visits to Panama and El Salvador as part of that trip. The requested materials include schedules and itineraries, meeting agendas, speeches/ remarks, guest lists, and press releases. This request also contains records related to the Contra-Sandinista conflict in Nicaragua and Leftist insurgencies in Central America in general. Also included are records from the visit of Mrs. Barbara Bush to Panama in August 1981 representing the U.S. at the funeral of Panamanian National Guard commander General Omar Torrijos. These materials include schedules and correspondence, the latter consisting primarily of thank-you notes from Mrs. Bush to those who participated in or assisted with her trip. Read less
