This collection consists of 58 series of subject files based on 58 broad subject classifications developed by the Office of Records Management during the Kennedy Administration to facilitate the filing and retrieval of White House records. These records pertain to the functions and operations of the White House, Federal Government, foreign and other governments. These records also contain correspondence from private companies or individuals.

Subject Files on Real Property
This series contains materials relating to the views of several departments concerning H.R. 3161, the Federal Property and Administrative Services Authorization Act of 1991. It also includes testimony dealing with the Federal Facility Compliance Act of 1991 (the issue of federal agencies complying with environmental standards), reports and other papers of S. 3123 (amending the Federal Property and Administrative Services Act with respect to bid protest procedures), and the attempt of the Bush administration to get HUD to set forth definitive rules and regulations regarding RESPA (Real Estate Settlement Procedures Act). In somewhat lesser detail, several environmentally-related topics are considered and examined. They include Kennecott’s voluntary cleanup of its Utah copper property, after scoring high on the Hazard Ranking System, without the site being placed on the National Priorities List; a request that the Bush administration intervene to halt the construction of a toxic waste landfill and incinerator complex in Augusta Township, Michigan; and a plea for President Bush to give recycling a chance for success by supporting a moratorium on incinerators until the year 2000.
