This collection consists of 58 series of subject files based on 58 broad subject classifications developed by the Office of Records Management during the Kennedy Administration to facilitate the filing and retrieval of White House records. These records pertain to the functions and operations of the White House, Federal Government, foreign and other governments. These records also contain correspondence from private companies or individuals.

Subject Files on Communist Bloc
This series contains cover sheets which route other documents as well as correspondence between White House staff, staff of federal agencies, members of Congress, special interest groups, and citizens. The internal correspondence addresses creating Peace Corps posts in Eastern Europe and efforts by the USIA to undertake the administration's initiative to introduce cultural and information programs to support political and economic reform in Eastern Europe. The correspondence from Members of Congress conveys concerns about issues such as Soviet military action in the Baltic States, establishing diplomatic relations with Eastern Bloc countries, and export controls for the Soviet Union. Correspondence from special interest groups and US Citizens expressed opinions on political, economic, and human rights concerns in the Baltic States, Yugoslavia, Armenia, and other Eastern Bloc countries, and the United States' role in Eastern and Central Europe. Also included are reports submitted to the White House on conditions in Eastern Europe prepared by the Department of Education, the US Advisory Commission on Public Diplomacy and the Citizens Democracy Corps. Proposed House bills and related responses from the Department of State relate to the Support for Eastern European Democracy (SEED) Act, the Eastern European Democracy and Free-Market Initiative Act, and the Direct Aid to Democracies Act.
