This collection consists of 58 series of subject files based on 58 broad subject classifications developed by the Office of Records Management during the Kennedy Administration to facilitate the filing and retrieval of White House records. These records pertain to the functions and operations of the White House, Federal Government, foreign and other governments. These records also contain correspondence from private companies or individuals.

Subject Files on Mexico
This series contains government forms, correspondence, papers, declassified memorandum of conversations (memcons), statements, lists, and publications related to Mexico. The government forms consist of White House Correspondence Tracking Worksheets, referral sheets, NSC Profile sheets, Action Data Summary Reports, routing slips, and Department of State transmittal forms. The correspondence includes communications between President Bush, administration officials, congressmen, President Carlos Salinas, Mexican officials, and private individuals. The topics include negotiations between U.S. commercial banks and Mexico, North American Free Trade Agreement (NAFTA) negotiations, the Mexican economy's impact on the U.S., the Gulf of Mexico, narcotics, illegal immigration, and reciprocal state visits. The papers address conference proceedings and state visit agendas. The declassified memoranda of conversations between President Bush, Carlos Salinas, and Jaime Jose Serra discuss NAFTA, oil futures, narcotics trafficking, and border violence. The statements are comprised of President Bush's remarks made during President Salinas' visit to the U.S. The lists include participants of a conference on Mexico's foreign debt, members of the Gulf of Mexico Program Citizens Advisory Committee, a Department of Justice delegation list of participants in a bi-national commission meeting, U.S. and Mexican officials participating in a state visit, and a ministerial on narcotics. The publications are "The Citizens Network for Foreign Affairs Global Focus", and a draft of "Integrated Environmental Plan for the Mexico - U.S. Border Area."
