The correspondence includes communications between President Bush, administration officials, congressmen, President Carlos Salinas, Mexican officials, and private individuals. The topics include negotiations between U.S. commercial banks and Mexico, North American Free Trade Agreement (NAFTA) negotiations, the Mexican economy's impact on the U.S., the Gulf of Mexico, narcotics, illegal immigration, and reciprocal state visits.
