This collection consists of 58 series of subject files based on 58 broad subject classifications developed by the Office of Records Management during the Kennedy Administration to facilitate the filing and retrieval of White House records. These records pertain to the functions and operations of the White House, Federal Government, foreign and other governments. These records also contain correspondence from private companies or individuals.

This series contains general information on welfare including correspondence between President and Mrs. Bush and constituents, organizations, religious groups, and Congressmen and internal memoranda between the President and his advisors regarding liability protection for volunteers, nominations for the 1,000 Points of Light Initiative, the Barbara Bush Literacy Foundation, the Family and Medical Leave Act, and the National Community Service Act. This category also contains letters, reports, and telegrams to President and Mrs. Bush concerning international welfare, rural poverty, corporate giving, children’s rights, drug and alcohol abuse, special education, and federal waivers of state welfare requirements.
