The materials in FOIA 2008-1258-F are a selective, not necessarily all inclusive, body of documents responsive to the topic of the FOIA. Researchers should consult the archivist about related materials. FOIA 2008-1258-F contains materials mentioned in the book, “A World Transformed.” This publication described behind-the-scenes White House meetings where administration officials discussed American foreign policy. Specifically, the documents in this FOIA cover strategies for developing US – Soviet relations, US – European relations, and the role of NATO in the changing European landscape. The material responsive to this FOIA is contained in Condoleezza Rice's files of the National Security Council (NSC). Although these files are listed, it should be noted that portions of these documents are security classified and have been closed under the restrictions of the Presidential Records Act and the Freedom of Information Act. Ms. Rice's Staff and Office Files contain memos to Robert Gates from staffers regarding meetings of the European Strategy Steering Group, between administration officials setting up meetings of the European Strategy Steering Group, and between staffers requesting comments on issues for discussion and decision by the Gates Group. Numerous papers are also found in the records. The most significant ones include National Security Study Directives discussing U.S. policy and Presidential Review Memorandums which directed the Policy Review Committee to review U.S. strategy affected by the changes in Europe. Other topics covered include points for a presidential statement about NATO's success in relation to changes underway in Europe, executive summaries on U.S. strategic forces in Europe, agendas for the European Strategy Steering Group, devolution of the Four Powers allied rights in relation to German reunification, the Commission on Security and Cooperation in Europe's contribution to the changing order in Europe, and further developments of U.S. strategy.
