FOIA 2009-0791-F contains materials from the Bush Presidential Records regarding primarily economic affairs and trade issues between the United States and the European Union. The White House Office of Records Management (WHORM) Subject Files contain numerous routine 2009-0791-F 2 government forms such as White House Correspondence Tracking Worksheets, Staffing Memoranda, and Referral Sheets which track the movement of correspondence sent to the White House. Also present are NSC profile cover sheets, action data summary reports, and distribution receipts which track correspondence and its distribution among administration officials. Several memos in this collection area contain arrangements for meetings and a presidential message which was delivered at an international conference on environmental issues. Other memos and notes discuss Executive Order (E.O.) #12791 entitled, "Nuclear Cooperation with EURATOM", which addressed peaceful nuclear cooperation with the European Atomic Energy Community and E.O. #12766 entitled, "European Bank for Reconstruction and Development (EBRD) and European Space Agency", which designated the EBRD as a public international organization and extended privileges, exemptions, and immunities to the space agency. Several copies of E.O. #12766 are present in this FOIA. There are also press releases announcing E.O. #12791 to the American public. Other correspondence transmits letters to President Bush from their heads of state. There are also letters from President Bush to President of the Senate Dan Quayle and Speaker of the House Tom Foley which declare enactment of E.O. #12791. The Bush Presidential Staff and Office Files also contain routine government forms. Numerous memos are present which detail meeting arrangements and topics, foreign travel, transmission of background papers and scene setters, updates on ministerial talks, and requests for presidential messages. Of note are talking points used by President Bush in conversations with European Community (EC) officials when discussing the U.S. perspective on the integration of Europe's economies. Other topics include aid to Eastern Europe, environmental issues, trade flows, and energy strategies. Press releases and statements announce the enactment of E.O. #12791, U.S. Trade Representative (USTR) Carla Hills' speech during the Uruguay Round negotiations, recognition of the former Yugoslav republics by the U.S., President Bush's meetings with European Union officials, President Bush's comments on the EC's 40th anniversary, and the Bush administration's trade strategy. Particularly interesting are public statements made by Secretary of Commerce Robert Mosbacher regarding foreign investment in Eastern Europe, Department of Justice officials on antitrust enforcement and international competition, and European economic integration and its effects on U.S. trade deficits versus surpluses. There are also lists of American and EC delegation members and support staff who met in Washington, DC for working luncheons at the White House while discussing trade issues.
