Selected NSC Records on Germany

FOIA 2009-0788-F contains correspondence between White House staff, National Security Council staff, German government officials, and private German and American citizens, businessmen, and organizations. The internal correspondence relates to notification of foreign travel sent to the National Security Council by various Executive Branch agencies and administrative matters, including preparation for meetings and travel arrangements for President Bush and Brent Scowcroft. Correspondence with German government officials includes social exchanges, such as thank you letters and congratulatory messages; declassified memcons and telcons with Helmut Kohl and other German officials; and requests for meetings with President Bush, Dan Quayle, and Brent Scowcroft. Correspondence from private U.S. and German organizations and citizens include meeting requests; invitations to President Bush, Brent 2 2009-0788-F Scowcroft, and Robert Gates to address German-American relations at conferences and meetings; and requests for presidential messages for German-American events. Unclassified papers discuss the economic situation and policy options in Germany, U.S. assistance to the former Soviet Union, G-7 assistance to Central and Eastern Europe, economic reform in East Europe, and international energy issues. The press releases include fact sheets released following meetings between President Bush and Chancellor Kohl, an interview with President Gorbachev on German Unification, and presidential proclamations on instituting German-American Day and National Observance of the 50th Anniversary of World War II Week. Printed material includes published interviews with Prime Minister Thatcher and President Gorbachev, Secretary of Defense Cheney's statement before the Senate Armed Services Committee on the Department of Defense budget, and clippings on the Defense Strategy Plan. Speeches and remarks from President Bush include toasts and welcome statements for Chancellor Kohl and President von Weizsacker, a statement following a meeting with Chancellor Kohl, and a joint statement with Chancellor Kohl regarding the creation of the Federal Chancellor Scholarship. Also included are speeches by Brent Scowcroft at conferences in Germany and an address by Chancellor Kohl on the Agenda of German Politics for the 1990s. It should be noted that many of the documents listed here have been closed for National Security classification and/or other exemptions of the Freedom of Information Act. Read less
