The materials in FOIA 2009-0785-F are a selective, not necessarily all inclusive, body of documents responsive to the topic of the FOIA. Researchers should consult the archivist about related materials. FOIA 2009-0785-F contains selected records on the negotiations to create a partnership between the United States and the European Community as impacted by its integration of economies, politics, trade, and enlargement. Material responsive to this FOIA is contained in the files of the National Security Council (NSC). Although these files are listed, it should be noted that portions of these documents are security classified and have been closed under the restrictions of the Presidential Records Act and the Freedom of Information Act. These records will be added when they are released. The George Bush Presidential Staff and Office Files, which are maintained by individual staff members and offices, contain routine government documents, memos, press releases, a conference announcement and program, schedules, lists, agendas, a report, a newsletter, newspaper clipping, and the text of a speech. The majority of the material consists of documents related to President Bush's meetings in Washington, DC and The Hague with European Community representatives such as arrangements for the meetings, memorandums of conversations, schedules, and lists of attendees. Press releases and joint statements address various topics related to the negotiations at the meetings. An announcement and program of a conference coordinated by The American-European Community Association International is included in these holdings. The meeting addressed developments in the US/EC relationship and was held on September 20 - 22, 1991. This packet also includes a summary of the discussions from a similar conference held in September of 1990. A report compiled and written by a Department of State employee discusses U.S. trade relations with the European Community from 1958 through 1988. Two notable newsletters are present in the collection. One, a State Department communication, is entitled, "The New Europe in a New Age: Insular, Itinerant, or International? Prospects For an Alliance of Values." The other newsletter, "The Challenge of the European Landscape of the 1990s" contains a statement made by Lawrence S. Eagleburger before the Subcommittee on European Affairs of the Senate Foreign Relations Committee in Washington, DC on June 22, 1989. An interesting newspaper clipping present in this collection is an English translation of an article written by Hans-Dietrich Genscher who served as Minister for Foreign Affairs of the Federal Republic of Germany. The article, published by the German media and foreign newspapers/news agencies located in Germany, outlined Genscher's stance that the European Community and the United States needed to cooperate and establish a partnership for their mutual benefit. Lastly, a transcript of a speech made by President Delors and delivered to the European Parliament presenting the Commission's program for 1990 is present. Read less
