Researchers should consult the archivist about related materials. 2009-0293-F 2 FOIA 2009-0293-F contains materials related to the meeting between President Bush and President Mikhail Gorbachev in Malta (December 2 - 3, 1989) and the subsequent meetings between President Bush and NATO leaders in Brussels, Belgium (December 3 - 4, 1989). The Malta Conference (technically not a Summit) was the first meeting between the two leaders since President Bush's inauguration. The NATO meeting was held in order for President Bush to brief leaders of Western European nations concerning his meeting with Gorbachev. A significant amount of material responsive to this FOIA is contained in the files of the National Security Council (NSC). Although these files are listed, it should be noted that portions of these documents are security classified and have been closed under the restrictions of the Presidential Records Act and the Freedom of Information Act. The White House Office of Records Management (WHORM) Subject Categories consist primarily of routine communication between staff members regarding a credentials ceremony of new ambassadors to America, the president's meeting with congressional leaders, U.S. Ambassador to Malta Sally Novetzke, and the planned Malta meeting between Presidents Bush and Gorbachev. These documents include correspondence tracking worksheets, NSC profile cover sheets, NSC Action Data Summary Reports, distribution records, and memorandums. Also included are scheduling proposals, letters and cables from Heads of State naming their newly-appointed US ambassadors and recalling the previous ambassadors. Talking points and correspondence with Canadian Prime Minister Brian Mulroney are present as well. The Staff and Office Files records also contain routine correspondence, lists, memorandums of conversation, cables, papers, and press releases. Also found are briefing books which contain talking points, background information, fact sheets, and biographies. Topics covered are similar to the ones found in the WHORM files: newly-appointed ambassadors to the U.S., credentials ceremony schedules, President Bush's meeting with Mikhail Gorbachev, and President Bush's sessions with NATO leaders.
