The materials in FOIA 2008-1278-F are a selective, not necessarily all inclusive, body of documents responsive to the topic of the FOIA. Researchers should consult the archivist about related materials. FOIA 2008-1278-F contains materials related to meetings held between U.S. officials and Marshal Sergey Akhromeyev, Security Policy Advisor to President Gorbachev. The main topics of discussion were arms control and security issues. The principals representing the United States at these assemblages were President Bush, Secretary of State James Baker, Secretary of Defense Richard Cheney, Chairman of the Joint Chiefs of Staff Admiral William J. Crowe, and National Security Advisor Brent Scowcroft. The Soviet Contingent included Marshal Sergey Akhzomev, Security Policy Advisor to President Gorbachev, and Sergey Chetverikov, Charge d’Affaires. The material responsive to this FOIA is contained in the office files of the National Security Council (NSC). Although these files are listed, it should be noted that portions of these documents are security classified and have been closed under the restrictions of the Presidential Records Act and the Freedom of Information Act. These Staff and Office Files contain routine documents such as NSC profile cover sheets, NSC Action Data Summary Report and distribution records, which track correspondence among staffers and summarize actions to be taken and by whom. Also present are memos, and letters, most notably the communications among administration officials regarding issues, background information, and meeting arrangements. Read less
