The materials in FOIA 2010-2614-F are a selective, not necessarily all inclusive, body of documents responsive to the topic of the FOIA. FOIA 2010-2614-F contains materials pertaining to the negotiations for the Conventional Forces in Europe (CFE) Treaty between NATO and the Warsaw Pact. The CFE Treaty sought to limit the conventional military forces and armaments in Europe in order to prevent armed conflict and promote stability. The WHORM Subject File categories contain correspondence from the general public and Congress to the President voicing support for the negotiations and between President Bush and NATO/ foreign heads of state discussing CFE-related issues and goals. Also included are personnel files related to the appointment of ambassadors to serve as heads of the U.S. delegation to CFE negotiations. The Staff and Office Files contain correspondence between the President and NATO and Warsaw Pact heads of state regarding CFE issues; reports and issue papers regarding NATO/ Warsaw Pact military equipment and strength in the European theatre; weekly reports/ summations of negotiation progress (both intra-NATO and with the Warsaw Pact delegation); drafts of the CFE treaty text; and presidential remarks and speeches regarding U.S. goals for the outcome of negotiations.
