The Republic of Kazakhstan declared its independence in December of 1991 and the records relate to the establishment of official state contacts between the United States and Kazakhstan. Most of the records contained herein are cables between the American Embassy in Alma Ata, Kazakhstan and the Secretary of State; however, nearly all of these records are classified and therefore remain unavailable. Some records included in the WHORM Subject Files and the National Security Council files are memoranda relating to the meetings between government officials and those too remain unavailable due to national security. The official Kazakh delegation lists and schedules from the Social Office files and the cables containing the text of the public agreement between the United States and Kazakhstan from the National Security Council Office files comprise most of the few open documents.
