Much of the information specifically addresses the following subjects. In the 1980's INSLAW, a computer software company, entered into a contract with the Justice Department, which supplied them with a case management system. This 2000-1314-F 2 system was eventually implemented into its various Justice offices across the country. When the company filed bankruptcy, its owners, Bill and Nancy Hamilton, accused the government of purposely withholding payment and subsequently stealing its product. This led to a legal dispute over the Justice Department's utilization of INSLAW software. During the Bush administration Dexter Lehtinen was recommended for the position of U.S. Attorney for the Southern District of Florida. However, this appointment was hampered by allegations that he was difficult, abusive, and corrupt. An investigation of these assertions ensued. The 1980's also witnessed the review of defense procurement by the Department of Defense. This was prompted by news reports of contract abuses, extraordinarily high prices charged for products and services, inefficient management of government and private sector contracts, and the procedures by which contracts were awarded. All of these issues were highly publicized and controversial. These records are comprised of Subject, Alphabetical, and Staff and Office Files, including several from the Counsel's Office.
