The majority of the FOIA collection consists of correspondence between Senator Helms and President Bush or others in the White House on a wide range of subjects. 2001-0827-F 2 White House Office of Records Management (WHORM) Subject File categories make up the bulk of this request and largely consist of letters from Senator Helms to President Bush, in which Helms expresses his views and concerns on a number of issues, ranging from business/economics to natural resources. Often, the White House's reply to Senator Helms is included. Much of this correspondence is related to national defense and the relationship between the United States and foreign countries. On occasion, letters to the president on issues of national concern are co-signed by other members of the United States Senate. Of particular interest in this FOIA collection are Senator Helms' questions to the administration regarding the INF and START Treaties with the Soviet Union. Please note that some responses to these questions are classified and therefore are closed to research at this time under the restrictions of the Presidential Records Act and the exemptions of the Freedom of Information Act. The constituent mail typically contains requests for presidential photographs, requests for presidential messages, or invitations for President Bush to attend special events. The Staff and Office Files consist primarily of the previously mentioned constituent mail, material related to Senator Helms' questions regarding the INF and START treaties, and President Bush's appearances at campaign fundraisers for Senator Helms.
