The materials in FOIA 2010-0624-F are a selective, not necessarily all inclusive, body of documents responsive to the topic of the FOIA. FOIA 2010-0624-F contains materials related to Raymond George Hardenbergh Seitz, who was sworn in as Ambassador to the United Kingdom on May 1, 1991. This post was also referred to the Court of St. James. Seitz, a career Foreign Service officer since 1966, served in numerous overseas posts in Canada, 2010-0624-F 2 Kenya, the Seychelles, Zaire and London. In addition to the overseas posts, Ambassador Seitz served as Deputy Executive Secretary and as Senior Deputy Assistant Secretary for Public Affairs at the State Department in Washington, D.C. He was the Assistant Secretary for European and Canadian Affairs up to his appointment as Ambassador. Material in this collection consists of copies of photographs, routine government forms, drafts and letters, memos, a cable, press releases, schedules, fax cover sheets, forms, questionnaires, reports, a message, and a newspaper clipping. The George Bush Presidential Alphabetical Files contain copies of several photographs taken during a photo opportunity for Ambassador Raymond Seitz and his family during a meeting with President and Mrs. Bush. The George Bush Presidential WHORM Subject Files contain routine government forms such as a White House Correspondence Tracking Worksheet and National Security Council Profile Cover Sheets, Action Data Summary Reports, and routing slips. These forms track and summarize actions taken on correspondence sent to and from the White House. There are drafts and letters present between Ambassador Seitz and President Bush discussing several visitors to London and Prime Minister John Major's re-election. There is also an exchange between Ambassador Seitz and Susan Porter Rose, Mrs. Bush's Chief of Staff, regarding a request for a book quote. Several memos are present which primarily address topics such as personnel announcements for various government postings - including Seitz as Assistant Secretary of State and Ambassador to Great Britain, a photo opportunity for Ambassador Seitz and his family with President and Mrs. Bush, and Presidential Determination 90-11 which outlined Czechoslovakia's eligibility for U.S. Import-Export Bank programs. Seitz sent a cable conveying Queen Elizabeth's thanks for a photograph album prepared by the White House and presented to her following her state visit to Washington, D.C. in May 1991. Press releases announcing the nomination of Seitz as Assistant Secretary of State are present as well as one written by Seitz explaining Presidential Directive 90-11. The talking points outlined President Bush's comments during the photo opportunity with Ambassador Seitz and his family and the schedule proposal gives the details of the meeting. The George Bush Presidential Staff and Office Files contain fax cover sheets, press releases, routine government forms, questionnaires, reports, memos, letters and a schedule proposal. The fax cover sheets transmitted questionnaires and financial disclosure reports related to Seitz's nomination as ambassador. The press releases announced Seitz's appointment as Assistant Secretary of State, listed nominations sent to the Senate which included Seitz's nomination as ambassador, and described his governmental service prior to his nomination. The governmental forms are the same routine ones which are found in the WHORM Subject Files. Also present are questionnaires and reports pertinent to the background investigation related to Seitz's nomination and include various types of personal information, federal campaign contributions, summaries of governmental service, and trust account statements. There are numerous memos present including the actual memo sent to the Senate Foreign Relations Committee, the personnel selections, announcements, and agreement updates. The memos also transmit Seitz's financial files, disclosure reports, and requests for clearances. A recusal letter written by Seitz ensures that he will not officially participate in any matter involving or having a direct and predictable effect on a company or its affiliates in which he or his family has a financial interest while he serves as ambassador. The other letters in the collection attest to his credence and responsibility. Lastly, a schedule proposal is included which outlined a meeting and photo opportunity for the ambassador and his family with President and Mrs. Bush prior to the Seitzs' departure for London. The Dan Quayle Vice Presidential Staff and Office Files contain memos, a letter, press releases, a message, and a newspaper clipping. The memos include a meeting request and proposed schedule for a meeting between Ambassador Seitz and Vice President Quayle before Seitz's departure for his post in London. The letter transmitted a signed photograph to Ambassador Seitz taken during his meeting with the vice president. The press releases announced Seitz's appointment as Assistant Secretary of State.
