Records on Bush Administration Correspondence with Former Presidents: James Earl Carter

The materials in FOIA 2009-0802-F are a selective, not necessarily all inclusive, body of documents responsive to the topic of the FOIA. FOIA 2009-0802-F contains Bush Presidential Records from the White House Office of Records 2009-0802-F 2 Management (WHORM) Subject Files, the White House Office of Cabinet Affairs, the White House Counsel's Office, the National Security Council (NSC), the White House Office of National Service, and the White House Office of Policy Development. These files consist of briefing papers, cover sheets, letters, lists, memoranda, notes, presentation books, routing slips, and schedules. Examples are a briefing paper "Ensuring the Alliance in an Unsure World: The Strengthening of the U.S.-Japan Partnership in the 1990s"; fax cover sheets and NSC profile sheets used to briefly describe the content of attached materials and provide handling instructions; letters received by Bush administration staff from President Carter urging coordination between executive agencies and his Atlanta Project initiative; lists of participants for a meeting between the President, President Carter, and former Japanese prime minister Yasuhiro Nakasone; memoranda between members of the President's staff preparing for the Nakasone meeting; notes passing along phone messages or proposed changes to draft letters; presentation books for meetings between administration staff and representatives of the Carter Center Atlanta Project; routing slips tracking the routine passing of documents through the hands of administration staff; and a proposed schedule for the Nakasone meeting. Records released from the National Security Council files within this request primarily consist of profile and cover sheets, which usually describe the process of drafting foreign policy update letters to President Nixon, as well as to the other former Presidents, during the Bush Administration that have been closed for National Security classification or other FOIA exemptions.
