Gorbachev and President George H.W. Bush from 1989 to 1993. The White House Office of Records Management (WHORM) Alphabetical Files contain letters from individuals regarding U.S. and Soviet relations. The WHORM Subject File categories contain cables, letters, and draft letters to President Gorbachev from President Bush, as well, as cables and letters from President Gorbachev.
