Researchers should consult the archivist about related materials. FOIA 1998-0252-F consists of material related to the Bush Administration's reform of ethics laws covering the federal government. The major piece of legislation passed was the Ethics Reform Act of 1989 (PL. 101-194) signed on November 30, 1989. Of particular importance are the files of Amy Schwartz of the White House Counsel's Office. Ms. Schwartz was the ethics officer for the White House Office and the 1998-0252-F 2 Office of Policy Development, and was therefore responsible for dealing with ethics legislation and White House staff members' ethics issues. She was also the administrative officer for the Presidential Commission on Federal Ethics Law Reform. (Please note that the official files of the President's Commission on Federal Ethics Law Reform are located at the National Archives, Washington, DC.) Upon Ms. Schwartz's departure from the White House, Robert Swanson assumed her ethics duties.
