Researchers should consult the archivist about related materials. FOIA 2012-0121-F contains two exclusively selected records by the FOIA requestor. The first is from the White House Office of Records Management (WHORM) subject file category CO165 (Russia). The Second is from the National Security Council's (NSC) Chronological Files. These two inter-related files consist of 2012-0121-F 2 non-sensitive letters of correspondence, coversheets, distribution lists, cover memos, and an unsolicited informational paper written by Harvard Professor Jeffrey Sachs regarding his stance on promoting economic reform in the Soviet Union. Senator Ted Stevens received this paper from Professor Sachs and then forwarded it to General Brent Scowcroft with a letter explaining the attached paper. General Scowcroft responded with gratitude to Senator Stevens. General Scowcroft retained and filed a copy this paper and correspondence in the NSC PRS Chronological File. Coversheets and distribution lists are present for routine tracking of the materials by the NSC and White House staffs. Read less
