The NEA is an independent Federal agency, created by Congress in 1965 to encourage and support American arts and artists. Its mission is to foster the excellence, diversity, and vitality of the arts in the United States and to help broaden their availability and appreciation. To fulfill this mission, the Endowment receives annual appropriations from the Congress from which it awards matching grants to nonprofit, tax-exempt arts organizations of outstanding quality and fellowships to artists of exceptional talent. The Arts Endowment is directed by a chairman and advised by the National Council on the Arts, a 2002-0243-F 2 presidential appointed body composed of the Endowment chairman and 26 distinguished citizens who are widely recognized as artists or experts in the arts.
