The materials in FOIA 2004-2314-F are a selective, not necessarily all inclusive, body of documents responsive to the topic of the FOIA. FOIA 2004-2314-F contains materials related to U.S.-Nigerian relations in general and the proposed state visit of Nigerian President Ibrahim Babangida to the United States in 1990 specifically. (Babangida ultimately cancelled the trip.) (Many of the records in this request have been closed due to national security restrictions. These records will be added to the request if and when they are released.) The WHORM Alphabetical Files contain correspondence from Jay Anderson to President Bush discussing agricultural projects in Nigeria. The WHORM Subject Files consist of correspondence from citizens and agri-businesses discussing agricultural assistance to Nigeria and planning/ logistical materials relating to the planned visit of President Babangida to the United States. The Staff and Office Files contain memoranda, correspondence, schedules/ itineraries, speeches/ remarks, and reports consisting of correspondence from citizens, lawmakers, and interest groups regarding U.S. political and business relations with Nigeria and the transition of that country to democracy; logistical/ planning materials relating to the (cancelled) state visit of Nigerian President Ibrahim Babangida including proposed speeches, schedules, and guest lists; personnel files and routine memoranda related to the appointment of ambassadors to Nigeria; foreign travel authorizations for Bush Administration personnel traveling to Nigeria/ West Africa; discussion papers on the narcotics trade regarding Nigeria; and a copy of the Treaty Between the Government of the United States of America and the Federal Republic of Nigeria on Mutual Legal Assistance in Criminal Matters. The Quayle Vice President Staff and Office Files consist primarily of trip books from the Vice President’s trip to West Africa in September 1991, which include schedules, itineraries, speeches, and other logistical information.
