Senator Robert T. (Theodore) Stafford served as a public servant for the State of Vermont most of his adult life. On the State level, he held the office of Deputy Attorney General, Attorney General, Lieutenant Governor, and Governor. In 1960, he was elected to serve in the U.S. House of Representatives and remained there for five terms. Appointed to temporarily fill the vacant Senate seat of Winston Prouty, 2004-1211-F 2 Stafford won the office during the ensuing election and spent over seventeen years as a Senator from Vermont. During that time, he was the Chair of the Committee on Environment and Public Works (1981- 1987) and worked to pass the Robert T. Stafford Disaster Relief and Emergency Assistance Act, which was designed to coordinate federal natural disaster aid. Senator Stafford was well-known for his work on environmentalism and higher education, which was recognized by Congress when they renamed the Federal Guaranteed Student Loan program the Robert T. Stafford Student Loan program in 1988. In 1989, after a long career, Senator Stafford retired and subsequently passed away in 2006 .
